I run TTW with 132 active mods right now, and aside from the fact that my PC is mediocre as hell and runs at around 20 FPS with an ENB, I don't have any issues in TTW. Another thing I would recommend is to look through any mods and uninstall anything that is just vanity with an ESP.
I believe the hard limit for ESPs and ESMs is 137, though it's varies wildly.

Does anyone who uses TTW might know how to fix this? I did't see any known bugs such as this on the TTW bug tracker website.
